The health reforms of the Lula governments in Brazil

Abstract

According to the Brazilian Constitution of 1988, Brazil has designed a universal health care system. Despite the progresses achieved in the last 15 years, it still can't face up to the problem of social and regional health inequalities which are expressed in terms of resource distribution, access to services, as well as in terms of health status of different social groups of the population. After briefly presenting Brazilian health care system and the reform processes of the past 20 years, this session analyzes health inequalities that represent a major challenge to Brazilian society and emphasizes some factors related to this phenomenon. Successively, it examines the health policies implemented by Lula’s governments during the past eight years (2003-2010) outlining the reform impact on reducing health inequalities.
